a start time and a end time matching the 1.10 -cfg. But my -cfg reads
only two digits not your example of four didgits. (example) you gave was 1400

The char start and end hour is an hour between 0-23,
0 (or 24) = midnight, 23 = 11pm
so start: 0 end:24 would allow users to always page you.
