the telnet program hasn't been installed by default on Windows since Windows 7. with the (though minimal) effort to install it, you might
as well grab a copy of almost anything else.
Hyperterm was real kick ass, but now they charge money for it. /cry
There is always mtel, zoc and syncterm as well.
