Because Africa and Asia no longer have any Fidonodes or BBs's; their geography is now covered by zones 2 and 3.

At one time there were no zones, just Nets and Nodes.... 2-dimensional addressing.

When things grew to the state of requiring 3-dimensional addressing with the introduction of the Zone number, there could not be an overlap of Nets for compatibility with many 2-dimensional programs in use at the time.

Thats why you can have 1:1/0 and 2:2/0 but not 1:0/0 and 2:0/0.

Even today, Fidonet ZC's have an agreement not to allow duplicate Nets in Fido to avoid breaking compatibility with Seen-by kludge lines and legacy software.
