Hey Avon,
Can you give me some debugging that you see on your side (for Hub 3)
I've found a bunch of 16K files in my inbound temp dir that I am assuming are mostly from you (and some from perhaps the other hubs) - most are files that would have been sent would have had TICs attached (ep200...zip) but some are packets.
There is one that you keep trying to send to me - ep200317.zip:
3/18 12:00:45p 1336 BINKPS connection accepted from: 219.89.83.33 port 51181
3/18 12:00:45p 1336 BINKPS BinkIT/2.28 invoked with options:

3/18 12:00:46p 1336 BINKPS Inbound file already exists: C:\BBS\SBBS\temp\ep200317.zip
3/18 12:00:46p 1336 BINKPS Error in recv() of first byte of packet header
3/18 12:00:46p 1336 BINKPS service thread terminated (0 clients remain, 0 total, 15 served)
I'm curious to know what your side reported - since it seems to have kept trying for a long time, and gave up today after this poll.
It may be related to I'm seeing you poll me twice in a row, within seconds of each poll - here is an example:
3/18 11:31:23a 1084 BINKPS connection accepted from: 219.89.83.33 port 51065

It seems you polled me 10 secs before this too with a mail packet, but didnt try and send that ep200317 file (but you did 15 mins earlier)..
BTW: I think I've actually successfully received that file (I already have it in my dirs - so not sure why its coming again...) but I've left the stub here in case we need to do some more debugging on this.
